The transfer of higher-risk vessels across borders and operators often coincides with shifting flag states, unfamiliar threat zones, and outdated security protocols. These transitions increase vulnerability to piracy in high-risk areas, smuggling operations in transshipment hubs, cyber intrusions targeting outdated onboard systems, and non-compliance with ISPS and IMO standards. Additionally, crew safety can be compromised when newer management doesn't fully assess existing threat profiles or adapt protection measures accordingly.
